If the person is banned for elo manipulation (any kind of it) The ban length should remain the same, but for any kind of elo manipulation ban the elo should be reset, a while ago I was purposely dropping my alt to try to get negative elo, it was banned but the elo wasn't reset, now I kinda feel bad because I drained a lot of people, I went 800 to 1200, draining a lot of people when my elo should've been reset.
