Cannot Connect to NA East 1

I'm from alberta.

100% of the time I can connect to any server, but I try to go to NA East 1 (Arena PvP) and it says that the server is full.

I can connect to ANY other server except NA East 1, I also am on na.badlion.net proxy.

Any fixes?
