This video should explain it, but incase you are confused, in vanilla minecraft when lava and water touch like that it makes a cobble stone barrier, however it seems to not do this on badlion, i have experienced it in both UHC and Arena and I asked it gets fixed because it has screwed me over many times.

This is normal vanilla behavior, @Platypusdoespvp

The lava needs to be able to spread into the water in order for it to form cobble. In this case the lava already spread to its max so it didn't form cobblestone. Did you notice that the second lava you placed caused one lava to be able to reach the water? That one formed cobblestone.
