add a filter to the gchat code so when anyone says anything that is inside the code they get muted for the amount of time according to the mute stacking stuff

we need this since all of the staff are on the season 13 beta instead of moderating the normal servers and it'll help a lot

but also make it so it doesn't say "name was muted for disrespect [GChat] but says "name was muted for disrespect".
