If you look at the leaderboards you will see that most people in top 20 are emerald 5+ meaning they're good. At the end of the season they'll atleast end up in Diamond unless they don't stop playing. If you can't get emerald III on your best ladder by the end of the season then you're bad.

rankings are different, you can get an insanely high ranking within 20 matches, but elo takes a long time to grind. Therefor the current rankings that all the top players have wont go up as much as you would expect as you can get rankings way quicker in s13

I really shouldn't be one to talk though since I'm only gold 4 (as of now) but yea being at the bottom of the second lowest rank isn't the best.
