You're saying a statement, "You seem to not understand how this rating system works," and then contradicting the statement by asking "Do you?" Why would you say in a factual tone that he seems to not understand it, and then ask him if he understands it? Your attempts to sound pedantic are throwing you for a loop and you're trying to communicate beyond your level.
