This is what i use it's probably one of the worst setups but it works for me :D

There's no best hotbar, it's all preference… using a hotbar just because a good player uses it might actually make you worse at pvp.Just use what you do best with, and eventually you will get used to it.

If you are already good, like Speedily, then that doesn't affect your performance that much, obviously. My comment was more directed to players around gold rating.

I have had 8 hotbars only this season and, I never used slot 2 rods I am just bad at hotkeying to 2
