The point of punishing someone is so that they learn from their mistakes. Longer punishments don't really help this, but rather just keep someone from doing something wrong by force. If someone does that again after they have been punished, they get muted longer. For death threats, the first mute is a week, the 2nd is a mont, the 3rd is for 3 months.
