Here are some things to help with FPS:- Optifine
Graphics: Fast
Render Distance: Keep low
Smooth Lighting level: Off
Max framerate: Unlimited
Advanced OpenGL: Fast
Those are just some things that can improve your FPS by alot.

Do you have VSync on?Also, what are your specs? If you give me your specs, I'll be able to really help you get the max amount of frames you can :D

Vsync is most likely on in your Graphics driver (Nvidia/ATI)I had this issue recently as well.
For Nvidia open up "Nvidia Control Panel".
Go to "Manage 3D Settings"
Then either:
1. Turn off VSync for global setting
2. Fix program settings for minecraft to have it off
Then close and reboot minecraft (if it was open) and see what your FPS is at.
