Fix to 6.0 UHC [New Gamemode]

Hello everyone! So Most people's problem with 6.0 games is the fact that you have to be full prot 3 with a sharp 4 by 100x100 if you don't want to get 5 tapped. Badlion has just come out with the 5.0 caves gamemode, and I think this will be a huge boost for enjoyment by players. However, the rest of the 6.0 games will still have this problem. I think I have found a solution that could be implemented as a scenario to see if it would make these games less grindy.Bookless scenario:
So as the title reads, this UHC would be bookless. The reason that everyone is so OP in these games isn't because of the redstone in caves or because there are so many diamonds; It's because players have 20-30 books to enchant with. Making it impossible to have books fixes this problem.
So other than no books what would be different?
Firstly, people still need to enchant so enchantment tables are crafted with two paper and a leather instead of a book.
secondly, (Not sure whether this part is good or not) You can craft bookshelves for higher level enchantments with 6 paper and 3 leather.
Why this would improve games:
So hearing that there are no books immediately sounds like everyone will be full p1 s2 for the entire game, but there are manual combinements that can be made. I'm going to explain how each strategy balances out.
Caving: If you want to get past full p1 s1 while caving, you simply have to mine more diamonds. Instead of a sharp three costing a mere 13 levels, it now costs 21 levels, 4 levels for a prot 2 piece turns into 6 levels, and prot three becomes 21 levels instead of 13. If your caving, you simply don't have the levels for sharp 4 prot 3 anymore… Your not going to end up with more than 2 prot 3 pieces (at best), but more likely full p2 s3 (IF you can mine the diamonds for it).
Snowballing: Snowballing is almost better than caving now. Most people will go full diamond with full p1 s1. After getting two kills, You've gotten the armor to combine and turn into p2 pieces and the swords for s2 or s3. And, as with snowballing, you will gain healing faster than the caver can mine gold (If you don't die in the process :P). If it was timebomb and you had around 10 kills, you could probably go for a p3 piece or two. This is even before second border has happened.
Netherballing: This option is very difficult if you don't have around 40 diamonds by the time you want to go to nether since you can't increase your gear. However, you could go for a s4 or s5 iron / fire sword with full p1 until you got a couple kills to make better armor.
Pots: Quite simple… Full p1 s2 with pots VS 1/2 to full p2 s3 at border…. Which would you rather be?
Those are the main strategies and all of them are viable in this situation. Some might still work better than others but they are definitely more balanced… And now you wont be fighting full p3 people anymore!!
