I’ve the same problem, I had 2 xpvouchers and I put them in to the Battle Royale gamemode and it didn’t work.

It's glitched. When you play game if you rankup you will see level 2, but if you leave a game and join another you'll be level 1. I'am level 2 because I used xp vouchers and rankup.
