if i change my ip (router restart) will i lose whitelist to badlion client that i bought early access to?

Nope, you will still have the whitelist, and will be able to play. People play with dynamic IP's all the time, so you should have nothing to worry about :P

if you switch devices for example buy a new pc will you be able to re download the client after putting all your info in the website again?

I'm not entirely sure in all honesty. I want to say you can, but again, I'm not 100% positive. @MasterGberry or @Rigner would know for sure though.

Correct. The whitelist is account based and not computer/IP based.
