Pretty simple, post announcements on twitter and on the forums at the same time. If you post about something that is a couple days old, you won't get as quick and as much feedback as you could.Furthermore, post relevant trending threads on the twitter. The ones I believe should decide whether it is relevant or not should be the Player Council.
