Nope, he will not be able to play with BLC unless he evades the IP ban and uses an alt account.

Stated in SuchSpeeds video with GBerry for beta testing IPBanned players & Banned player will not be able to connect to badlion with the client however they will be able to use it, he then goes onto say that it is a possibility (or will) happen when BLC is FULLY released.
