Motion blur isn't working properly

i was logged in on 1.14.3 with optifine and when i turned on the motion blur mod it didn't look right.video of what it looked like —>https://vimeo.com/user101015724/review/349250788/0df63b40e7
it is on the lowest option in the video.
sorry if i wasted anyone's time.

Please double check that you have fast render disabled when using motion blur.
