hey,from versoin 1.12.2 to 1.14.4 i dont can use optifine and also no one has a skin at version 1.8.9 everything is normal

Optifine isn't yet available in 1.14 on the BLC.It might just be a bug for you in 1.12.2 not having optifine. Submit a bug report in the launcher and explain you can't use 1.12.2 optifine.
PS: For the skin bug, try restarting your game, it might just be some internet bug.
