Custom capes are capes that you get to create for badlion, however too create a cape is free but to use it within the client is not free. There could be a custom cape challenge every month and the winner gets the cape they used in the challenge added or you could just send the cape to friends.

I understand from your post is : Every month there is a competition for someone to make a cape and the winner gets their cape to be in the badlion store for people to buy. Honestly i think that's a great idea. +1 We could see alot of cool capes.
