Can you change the colour of the chroma bandana after purchase at any time? or is it a one time choice thing?

You can change it whenever after you purchase it.

Hi. You can change the colour of your bandana through the cosmetic section (accessed from the main menu where you select singleplayer, multiplayer etc.) at any time after purchase.
