Here is a list of the mods that dont save changes (that i have found):
item info
armour status bakcgrounds (except the held item)
scoreboard (if you disabled the backgrounds, then the top section of it saves and the rest doesnt)
item counter backgrounds, position and size
block harvest particles are turned back on
block outline thickness

also this might be just me but the submit bug report button at the bottom doesnt work, i dont know how to take screenshots so i copy and pasted:

Log out of the launcher and forum and then log back in on both and then submit a bug report right after you get the mods saving issue.
