I have reported this bug before however, after some light experimentation, the reason the Skill Level Up Message isn't appearing in Hypixel Skyblock is that it doesn't appear after enabling Skyblock Mods in the Mods Menu.

Can you please submit a bug report from the bottom of the launcher? We will ensure to look into the issue there, with more information and logs.

Once you will submit the report make sure to check sometimes if a Tech support member replied to you.
