since my issue is not solved. I want to add a few details:
When this happens, it looks like the game changed to monitor refresh rate to something lower than 165hz (even tho windows settings says it's still on 165)
Borderless fullscreen does not solve the issue, however if enabled, after I put the game on fullscreen, the monitor refresh rate goes to 60 (and I can also see it in the windows settings)

any help?
