If I catch of video of someone blocking while running, will they be banned? I can tell this isn't a harmless glitch, because the blocking still works. I have a video that I'm curious about, if anyone could tell me whether it would be useful for a report or not, it'd be appreciated.

Well, it's either a visual glitch or noslowdown
Submit your evidence to the reports section; that's where we decide if it's sufficient enough for a ban. You can't really ask if evidence is suitable for the reports section, as that's really for the person handling the report to decide.
