This has to be one of the most annoying plug-ins ever created… 10 minutes for a restart? Why not just have it a 1 minute restart? Is it supposed to be 10 minutes for some reason?

The 10 minute restart is so everyone has time to finish their ranked matches they are already in. Do you ever play alternative ladder? Those matches can last the entire 10 minutes. Usually they only last 5 minutes or so, but the 10 minutes assures that everyone has time to finish their match.

Yep true, but one other thing, when you are pvp, or ready to pvp :
you chain 1,2,3… 10 wins! You are very OP atm and BECAUSE THERE IS RESTAT, you can't doing pvp.
That broke your concentration, and after you are not strong like you are 10mn ago, very "nerve racking" (thx google translate)

SO ! Why we can't do ranked but it's ok for doing UNRANKED/DUEL ?

Because unranked has no lasting impression on your profile, whereas ranked does through ELO.
Disabling unranked during that period would leave you with little to do and is pointless in itself, whereas if we enabled ranked there would be matches interrupted frequentially.
