I gotta question

My Ping is absolutely crap. I get 115 ms. I was trying to find ways to fix it such as you Regedit post on forums. Nothing has been working! I tried WTFast and it dropped my ms to 98. But it said it wasn't allowed. I don't understand a 10 ms difference on a server not being allowed especially for someone with my ping. Whatever, if anyone has any suggestions please tell me!! Thanks
