Here you can see that SirDingsAlot beat superconn123 and still SirDingsAlot went from 1804 to 1803 but It does say that he got +1 rating.

And On this page you can see how it says -1 after he wins the match: https://www.badlion.net/profile/user/SirDingsAlot?page=4

If its not a bug I think you should still get +1 if u win, not -1 for beating someone who is really low Rating.
