You are currently in a clan, please leave it and re-apply
How I see it is if you are in another clan and then apply for a new clan but get denied and stay in the old clan, that is very dis-loyal and therefore you have to make an open decision if you want to take the risk of leaving the clan and then applying, even with the chance of getting denied
