It says:

Applications for Minigames should be sent to minigamesapps[at]badlion[dot]net with the subject "Minigames Mod App""

"[at]" stands for "@".
"[dot]" stands for ".".
There are reasons why we simply don't write the email address here on the forums as you'd type it when sending an email, but it looks like

In case your application gets snip'd (means removed) so that other users won't be able inspire/copy or see some personal information (such as Skype account), and you don't have your application saved anywhere, please PM me here on the forums so I can send you the application (because I saved it).
