Yes it is, Gberry said it a while back. I don't remember where, and I don't need you to believe me on this, because I don't really care, but it's true. If it's been multiple years since you were banned, then it's possible to be be a mod.

It's very rare we accept someone when they have been banned in the past. Usually has to be over something stupid (non-hacking) from a long time ago.
