Ah yes what a great idea. And actually its already implemented. Im pretty sure you can't come up against someone who is more than (i want to say 900, might be 700) elo away from you, but i think eventually if you are both in the queue for long enough, you'll get put into a match vs each other. However, imagine you're a very high elo, perhaps 6th or 7th on a ladder and you want to try and grind your way up to first, and the only people in the queue playing are low elos, and due to the scanning they will almost always be playing other low elos and you won't get a single match. How the hell are you gonna get further up the rankings. I was 5th on the kohi archer boards and for a while was the highest EU player. Therefore i literally could wait for 30 ish minutes to try to get into a match without getting into one because there was too much of an elo gap between me and anyone else playing archer on the server at that point in time.This suggestion and elo system completely eliminates the chance of people being able to get insanely high elo, for example DANTEH's 2700 in build as the closest people to him were (i think) jdgoederen and gaxriexz, who are both EU and if this system was in place, he wouldn't have been able to reach it, not due to skill but the fact he wouldn't be able to get into enough matches.
This is probably very badly written but.
