I can explain some light on this. This rule serves 3 purposes:1. It attempts to end a problem before it becomes a huge issue. Right now it's only a few people, but we don't want businesses opening up with our current stats and future stats. We are setting a precedent.
2. Legal reasons. We reaffirm that we don't allow this and you will not only be laughed at, but punished for it. Now we don't want to worry about people going "I just bought this ELO a week ago and you reset it" or "You can't ban me, I bought this third party service and no where in your rules does it say you can take this from me." By making it purely against the rules, not only does it put all legal risk on the buyer, we can punish for it without prejudice without legal backlash.
3. What happens when people start cheating in the boosting service, or start stealing accounts. This happens in other games where you purchase level boosts or ranking boosts, sometimes the company will use bots/hacks. We don't want to be responsible or even feel responsible for this.
Low level sellers and low level players will get away with this more, but the law of dumbasses say why stop small, and eventually someone will mess up or snitch on you and we will go back and catch everyone they ever did.
