UHC queue v2

Basically the same as og thread: https://www.badlion.net/forum/thread/104544 however adds a revamp to a suggestion.There should be a cap of 400 per UHC AFTER Then there will be a queue: one for non-donators, one for donators, one for donator+s, and one for lions. You have to wait in the queue until it opens. To compensate, there will be a BuildUHC FFA. Now, you'll complain, but the queue will happen after the whitelist, so no money would be wasted.
