The elo system makes perfect sense.
Obviously, if someone beats someone with a significantly higher elo than them, this means that they are better, and therefore should gain a higher elo rating. If someone beats someone with a significantly lower elo than them, they should not be rewarded as much elo because since they have a significantly higher elo, they are expected to beat people with lower ratings.
