It matches you based on closest rating. Not matching exact (or range of ratings). The system will still give you a match (the main issue right now being you can get "unlucky" and have to wait multiple matchmaking cycles instead of being given priority in the second one round of matchmaking). Once that issue is fixed you should have a match at 1 minute worst case scenario (assuming that someone actually is queueing up for the same ladder as you).

So basically if nobody is on, that is near you, you just might take a chance to go with someone with a really low or really high level?

Right, but this is how the old system worked too. The new one just tries to match you with people closer.
