I think that there should be 2-4 global elo systems for all around enjoyment. There should be a PotPvP global leaderboard, containing ladders such as: no debuff, kohi, vanilla, etc. and perhaps evenly separate the other ladders somehow like UHC and OCN into their own global leaderboard. (not sure). This could make the merge for Kohi pvpers easier, cause less people to quit because of the merge, and help PotPvP from slowly dying. Then finally, there should be a main global ladder like there is right now consisting of all the ladders.Just a suggestion.
