Honestly some people just can't get better at certain things. This applies to many things irl as well. Some people are born talented at certain things. Some people aren't born talented. No matter how hard you work, there's a certain limit as to how much you can accomplish and how much you can succeed at something. This limit (obviously) is determined by your natural skill and other factors. Obviously no one can list all these factors (e.g. If you want to be the smartest person on Earth, you need to be born with a high IQ, you need to be in a good learning environment, you need something to motivate you to become smarter -this reminds me of Batman LOL-, etc.)In games, there's also natural talent. One other factor that influences your "skill cap" is your gaming gear, etc. This dude just said that he gets like 400 FPS. I'm assuming that since he has a PC that runs Minecraft at 400 FPS, he also has a decent mouse. If this guy can't get above 1100 Build Elo with that, there's no hope.
Edit: Unless he has a trackpad or something, there's no way he can possibly succeed unless he literally spends all of his time on MC.
