I dont know if this post will get the admins attention but, East europeans have 100+ MS and its pretty bad.Turkey,Russia,Balkans,Mid Asia '' Suffers'' from the lagg.
And maybe something what would be beneficial: People say that the Turks (Turkey) are the people that hack the most. now, if the turks go to EU EAST you can catch the hackers faster.
dunno, just wanted to put that out :)
Hope something like this can come out!

This should be considered.People get 200ms to EU proxy basicly same as asians.
