So my brother was doing something on my pc and fucked it up and all the files are compressed and idk how to fix it can any one please help me texture packs still work but im trying to install forge again and i obviously cant double click it so it can run

They are not compressed, your brother just set winrar as the default program to open .jar files.
Just right click any jar file and click properties then in the General tab click the Change button and change it to Java
or you can just right click and then click Chose another app and then select "Always use this app to open jar files" and then click the java and ok button after that.
If you can't follow that tutorial for some reason just reinstall winrar with the default settings or just use google to find a solution :P

Keep in mind that some things in that "tutorial" might be different for you since I'm using a special version of windows.
