Cannot Send Chat Message?

Earlier tooday i was playing ranked and i wanted to type "gg" in chat and this come out :"Cannot send chat message"
I msged a mods and they were telling me to turn on/off global chat , relog.But it didn't work , so can someone help me pls ? :D
