his sensitivity looks higher than stimpy's and it doesn't look like he's moving his mouse cursor that much. By that I mean, when stimpy did his 360, because of his low sensitivity he would have to move his mouse more than others, and it got to the point where he moved it so much he had to go back to the center. In this video, Caydem is simply just straightlining and does the 360 - therefore considered cheating.
