When do events start?

I was wondering, what causes an event to begin. Do they start after a certain number of players join? Do they start after the event has been open to join for a certain amount of time? Is there some complex equation perhaps that includes 42 different variables including the first letter in the person who started the events username and the weather in Dubai?This has been something I've been wondering and have never been able to figure out.
