Use /helpop or /msg to contact the host/s and mod/s.No need to use the public chat.

I would say it's hackusation or that it SHOULD be a mutable offense because you just let the hacker(s) know that you may have a recording of them in the act and they may leave or turn off the client (not to mention if the evidence isn't sufficient enough) and that'd just make it harder for everyone.Just report the player with your evidence on the forum and leave it at that. If you already had a recording then there is no need to say that especially in public chat.
