Complete Bullshit. Aymbaut is completely correct bow relies more on focusing on dodging and having good reflexes everything else is just addon and will make slight change vs a good player.

Meh they go hand in hand depends on the player. An excellent dodge/strafe can easily beat someone with good accuracy. But on the other hand amazing accuracy can beat someone with a good dodge/strafe. One isn't better then the other.
