For season 13, will the new queue system be for other ladders too? For example if nobody is joining gapple on na1, if enough time is waited, will I queue someone on eu3?

No if you're queuing in NA1 you will only queue with anyone from NA1.

With the new system, you can queue anyone from any server. Look into it

I think they said their gonna add,that players could queue someone with same ping to make it even
