Hey guys my name is RaTTo.
So basically someone /duel me and i accepted but then he started building a SkyBase , but i saw that even when you join a duel match it says that you cant build a Skybase..
So could you ban him?

UPDATE: Also i forgot to said he was camping in the SkyBase..

That's not skybasing, that's just camping. You really can't skybase anymore now that the build height limit is added.
And either way, we don't punish campers unless they are actually currently doing it.
