Chicago would be best because the majority of the NA player base is in east and if you move the server to Texas they would all have high ping. West players also wouldn't have very good ping so it's a lose lose. Also very few people live in central compared to east coast so that should be considered. If there is still a majority of players on east the smart thing to do is put it in Chicago because most of the players still get some of their ping, Canadians would have decent ping, and the South Americans already have their own region so having Texas as the new region would not affect any of them.
