NA East Location?

Ok So I heard rumors that Badlion was making NA East either in Chicago or Dallas, Texas..And In those 2 locations, One is only in the East
Dallas,Texas is in the South West.
Can someone debunk this?

I wanted this ever since I realized ping played a small part. I hope it's in Dallas, less Mexican laggers \o/
