So is it like, if 2 people are on at the same time, or similar times? (Times impossible to physically go to the other place)

Look at it this way: if you were to be banned (which is highly unlikely as archy said) we'd be able to quickly verify your story and unban you. We can almost always tell the difference between two unique players vs a player on multiple IPs.

I mean if you see a sudden change in CPS linked to another IP ,then there's the assumption that there's 2 different people lol
