For a while now i have unable to see my cape on both of my accounts for 1.7.10 forge, but when i am on laby mod 1.8.8 i can see my cape fine. please someone help me i have run out of ideas and i've turned the cape on in both details and in multiplayer settings and i have optifine. please help

It's not just you, it's a common bug, just restart your minecraft once or twice and play a few unranked matches and it should be ok.
