Pretty sure he was being sarcastic. He's the owner, he would've implemented this if he actually agreed with it.
This isn't needed, and this wouldn't stop "s***posters" even if this forum existed they would still seek attention in other sections on the forums. People may also feel offended by what's being posted in there. I know they can choose to not click on it, but still, people CAN get offended. There are also young people that play on the network which is also why I don't think that this is a good idea, as they may feel sad or something if they click on an offensive post.
All in all -1, this is not needed at all and wouldn't really serve a purpose.
