I know it says teams of 2 or ffa but are larger teams still allowed or is that a temp ban?

Yes there can only be teams of 2. If you exceed the team limit you will receive a punishment.

Minigames Rule #2
If the server is marked as a dedicated team server, going above that team limit will result in punishment.
